2024 budget with integrated task and financial plan for 2025 to 2027 available

Bern, 24.08.2023 - Effective immediately, the 2024 budget is available in electronic format on the website of the Federal Finance Administration (FFA). The hard copy will be released in mid-September.

After releasing the figures for the 2024 budget on 28 June 2023, the Federal Council is now presenting this budget in detail. During its meeting on 23 August 2023, the Federal Council adopted the dispatch on the 2024 budget with the integrated task and financial plan (ITFP) for 2025 to 2027. It contains all of the federal receipts and expenditure envisaged for 2024, as well as the outlook for the three subsequent years of the plan.

With the extensive adjustment measures decided in the spring, the debt brake requirements can be met in 2024. This Federal Council dispatch, which is based on the decisions up to June 2023, still shows a structural financing surplus of CHF 4 million in the ordinary budget. However, the termination of the loss protection guarantee by UBS on 11 August 2023 means that the budgeted receipts from the maintenance fee (36 mn) and the expenses budgeted in this context (10 mn) no longer apply, and there is thus a structural financing deficit of CHF 22 million. To ensure that the debt brake requirements can continue to be met in the 2024 budget, the Federal Council will submit a corresponding subsequent notification concerning the 2024 budget for the attention of the Finance Committees by the end of September.

The financial plan years of 2025 to 2027 remain challenging, with structural deficits of up to CHF 1.2 billion. There is a great deal of uncertainty with regard to the next few years, and it is likely that further adjustment measures will be necessary.

The dispatch on the 2024 budget with the integrated task and financial plan for 2025 to 2027 provides detailed information on the financial situation of the federal budget. It consists of two volumes:

Volume 2: Budget with ITFP of the administrative units

Budget with integrated task and financial plan (ITFP)
Once a year, the Federal Council submits a dispatch containing the budget with integrated task and financial plan (ITFP) to the Federal Assembly. This shows the planned expenses and investment expenditure, the estimated revenue and investment receipts, the total expenditure and the estimated total receipts of the Confederation for the budget year and the three subsequent years of the plan. Furthermore, it provides the task and financial plan for all administrative units, as well as the performance groups with the most important targets.
