Digital Switzerland Advisory Board: Measures to implement the Council of Europe Framework Convention on Artificial Intelligence
Berne, 10.02.2026 — At the Digital Switzerland Advisory Board meeting on 10 February, participants discussed what measures should be taken to implement the Council of Europe Framework Convention on Artificial Intelligence in Switzerland. The focus was on measures such as voluntary commitment declarations by individual industries, codes of ethics and standards. Federal Councillor Albert Rösti chaired the meeting, which was also attended by Federal Chancellor Viktor Rossi.
Artificial intelligence is becoming increasingly important for many people in their private and professional lives. Switzerland signed the Council of Europe Framework Convention on Artificial Intelligence in March 2025. The advisory board meeting specifically addressed thoughts from the media and energy industries on self-regulation, which contribute to implementing the convention in Switzerland.
At the event, Federal Councillor Rösti emphasised that transparency and traceability are key to ensuring public confidence in AI. At the same time, all stakeholders should enjoy scope to develop and engage in innovative activities. However, the protection of fundamental rights must not be compromised in the process.
Participants from the fields of politics, business, academia and civil society broadly welcomed the Federal Council's approach of developing a legal framework while at the same time promoting measures that are not legally binding. As legislative projects usually take several years to complete, it makes sense to implement measures that can be launched in the short term.
Digital Switzerland Advisory Board: Exchange on key issues regarding digitalisation
At the Digital Switzerland Advisory Board meetings, members of the Federal Council and the Federal Chancellor exchange views with representatives from the fields of academia, business, politics, public administration and civil society on topics related to digital transformation. The meetings take place several times a year with a changing line-up of participants and chaired by a member of the Federal Council or the Federal Chancellor. Every year, the Federal Council defines the key topics of the Digital Switzerland Strategy and an advisory board meeting is held for each focus topic. The meetings are organised by the department responsible for the topic and the Federal Chancellery.
